PEOFILE The Consumer Affairs and Public Distribution Department previously known as Food and Civil Supplies Department is one of the oldest Department in the State entrusted with the responsibility of implementing one of the prime social sector programme of providing “ Food Security” to one and all in general and to the vulnerable sections of the Society in particular by way of providing foodgrains like rice, wheat, and Atta and other essential commodities like Sugar, K.oil and Petroleum Products besides, protecting the consumer rights. The Department of Consumer Affairs and Public Distribution has been performing the following prime functions:
The public Distribution System envisages the system of management of food economy and distribution of foodgrains at affordable prices. The PDS is although supplement in nature has almost all along helped to ensure availability of un-interrupted supplies of foodgrains in equitable basis at affordable prices not only giving relief to the consumer masses but also exercising stabilizing influence upon the prices of these goods. The PDS is operated under the joint responsibility of Central and State Government. The Central Government through FCI has the responsibility for procurement, Storage, Transportation and bulk allocation of foodgrains, the State Government has the responsibility of making allocation within the State, identification of families, issue of ration cards and distribution of foodgrains to the ration families. The PDS has evolved country wide in 1960 to meet the critical food shortages in
urban areas, later on extending to tribal blocks and areas of high incidence of
poverty in 1970’s and 1980’s till June 1992 When a general entitlement scheme
for all consumers without any specific target was launched in the shape of
Revamped Public Distribution System (RPDS). In J&K State, the TPDS is being implemented since the year 1997 as elsewhere in the country and the foodgrains are allocated to the State at a scale of 35 Kg per family per month on the basis of projected population of the State as on 1.3.2000 which has been estimated by the Registrar General of India at 99.45 lac comprising of 18.02 lac families at an average family size of 5.52 persons per family. The Consumer Affairs and Public Distribution Department (CA&PD) has a network of 6013 Sale Centres/Fair Price Shops run by the Government and Private Dealers through which foodgrains and sugar is supplied to the people at their doorsteps. Under PDS 12.23 lac families of APL category and 7.36 lac families living below poverty line are provided 35 Kgs food grains ( Rice/Wheat) per family per month at the subsidized rates. BELOW POVERTY LINE ( BPL) There are 7.36 Lac Below Poverty Line ( BPL) families in the State including 2.56 lac Antyodaya Anna Yojna ( AAY) families. While identifying the BPL families the thrust is to include the really poor and vulnerable sections of the society such as landless agriculture labours, marginal farmers, rural artisans/craftsman such as porters, tappers, weavers, blacksmiths, carpenters etc. in the rural arrears and slum dwellers and persons earning their livelihood on daily basis in the informal sector like potters, rickshaw-pullers, cart-pullers, fruit and flower sellers on the pavement etc in urban areas. The Gram -Panchayats and Gram -Sabah’s are also involved in the identification of eligible families. ANTYODAYA ANNA YOJNA (AAY) Like other parts of the country, Department of Consumer Affairs and Public Distribution in J&K is implementing AAY Scheme with effect from April, 2001 in order to ameliorate the plight of the poor/weaker sections of this State. Under this Scheme, 2,56000 families ( poorest of poor amongst the BPL families) have been identified who are being provided food grains at much more subsidized rates at a uniform scale of 35 Kgs per family per month is given. 8960 MTs of food grains is being provided and distributed among these deserving families. ANNAPURNA SCHEME Further, the CAPD Department is also implementing Annapurna Scheme in the State with effect from 1.4.2001 to give coverage to such senior citizens, who are destitute having no source of income, above the age of 65 years and not covered under National Old Age Pension Scheme. Under the Scheme 10 Kgs of foodgrains per head per month is provided to 10220 Souls free of cost.
